Nancy Roberts is a Lieutenant with the Prescott Valley Police Department and currently serves as President of the Arizona Women in Law Enforcement Network (AZWIN), a role she assumed at the October 2024 conference in Prescott, Arizona. With over 20 years of law enforcement experience, she commands the department’s Criminal Investigations Bureau and is recognized as a decisive leader and mentor committed to developing others and advancing the profession.
Throughout her career, Nancy has progressed through the ranks while serving in key assignments including patrol operations, criminal investigations, crisis negotiations, internal affairs, and accreditation. She has led major operational units—including patrol, SWAT, K9, and School Resource Officers—and has been a driving force in advancing officer wellness and organizational accountability.
As AZWIN President, Nancy leads statewide efforts focused on the recruitment, retention, and advancement of women in law enforcement. Her leadership emphasizes mentorship, professional development, and building strong, connected networks across agencies to strengthen the future of the profession.
Nancy is an Accredited Command Executive through AACOP and a graduate of the FBI LEEDA Trilogy. She holds a bachelor’s degree in organizational leadership in criminal justice from Northern Arizona University and is currently pursuing her master’s degree through National University.
Nancy and her wife, Dani, are Arizona natives and share a blended family of six children and two wiener dogs. Outside of her professional responsibilities, she enjoys coaching youth basketball and spending time in Arizona’s outdoors.

Deanne Zeis is a Captain at the Tucson Police Department, where she oversees the Administrative Resources Section. She began her career with the department in 2008, working in patrol and undercover narcotics investigations. In 2015, Deanne was promoted to Sergeant, and later spent three years in the Office of Professional Standards. In 2022, she advanced to Lieutenant, serving in patrol and as a Force Commander. In 2025, Deanne was assigned to the rank of Captain, where she currently manages the department’s Records, Backgrounds, Recruiting, and Human Resources Sections. She holds a bachelor’s degree in criminal justice and sociology from Northern Arizona University and a master’s degree in leadership and emergency management from Grand Canyon University. Passionate about mentoring and supporting women in law enforcement, Deanne serves as her department’s project manager for the 30X30 Initiative, which focuses on advancing women in policing.

Philip Johnson is a law enforcement executive with nearly 30 years of public safety leadership experience. He most recently served as the Assistant Police Chief for Grand Canyon University, where he provided executive leadership for police operations, investigations, emergency communications, strategic planning, policy development, officer training, and campus safety initiatives at one of the nation's largest private universities.
Philip began his law enforcement career in 1994 with the Arizona Department of Public Safety (DPS), serving in communications, patrol, criminal investigations, commercial vehicle enforcement, and training assignments while advancing through the ranks from Trooper to Captain. He later joined the Surprise Police Department, where he served as Commander of the Criminal Investigations Division and Tactical Support Division, leading major investigations, emergency operations, specialized units, and organizational initiatives focused on technology, officer wellness, and operational excellence.
Throughout his career, Philip has been committed to advancing the law enforcement profession through leadership, education, and mentorship. He served as Chairman of the Traffic Law Subject Matter Expert Committee for the Arizona Peace Officer Standards and Training Board (AZPOST), helping shape curriculum and testing standards for Arizona law enforcement academies. As an AZPOST General Instructor, he has taught and mentored officers throughout Arizona and continues to provide instruction and leadership development in both the public and private sectors.
Philip has also served for many years as an Honor Guard Bugler, paying tribute to Arizona's fallen officers during funerals, memorial services, and other ceremonial events across the state. He currently serves as an Adjunct Faculty member and course developer for Rio Salado College and remains active in several professional organizations dedicated to leadership, public safety, and community service.
Outside of his public safety career, Philip is an accomplished classical musician and serves as Principal Horn with the North Valley Symphony Orchestra. He and his wife, Marcia, reside in the West Valley, where they enjoy spending time with their two children.

Sergeant Kelly Ingram currently serves in the Support Services Division of the Paradise Valley Police Department, overseeing training, accreditation, hiring, community engagement, public information, and the Field Training Officer (FTO) program.
She holds a Bachelor of Science in Criminology and Psychology from Northern Arizona University and earned a Master of Business Administration (MBA) and a Master’s in Public Administration with a Leadership emphasis from NorthCentral University in 2016.
Sergeant Ingram began her law enforcement career at the Flagstaff Police Department, where she served for 8.5 years before lateraling to Paradise Valley PD in 2018. She has held a variety of specialized roles, including Interim Police Commander, Backgrounds Investigator, Collision Reconstruction Specialist, DRE Instructor, Field Training Officer, Recruit Training Officer (ALEA), Accreditation Manager, and Field Training Program Coordinator.
An Arizona native, Sergeant Ingram enjoys spending her free time with her husband and four children.

Sergeant Singleton is the Special Operations Sergeant assigned to the patrol division of the Eloy Police Department. In this role, she supervises the department's field training, reserve officer program, and traffic and motor units to include oversight of the phlebotomy and DRE programs. She also serves as the GOHS Coordinator, where she applies for, monitors, and allocates funds given to the agency through grant funding. In addition to his duties with the police department, Sergeant Singleton also serves as a member of the nation's military forces.
Sergeant Singleton has spent her entire civilian police career in the patrol division. Her duties include training and guiding newly certified officers, assisting officers with investigations, allocating police resources during critical incidents, aiding officers in the understanding of traffic laws and conducting shift briefings regarding legal updates and newly implemented case laws.
Sergeant Singleton remains active in the communities she serves. She is an active member of the City of Eloy Employee Appreciation Committee, Corazon De Latino Unidos, the Morris Air National Guard Security Forces Unit Advisory Committee and now will serve as a member of the AZWIN Board.
Sergeant Singleton’s most recent education endeavors includes attendance to the University of Phoenix where she obtained an Associates of the Arts Degree in Psychology and a Bachelors of the Arts in Business Management with an emphasis in Human Resources. She is currently enrolled at Grand Canyon University to obtain a Master’s Degree in Public Administration with an emphasis in Emergency Management.
She is passionate about her work and her role in law enforcement. She is eager to contribute to the success of this organization and career field as whole.
She is the mother of one son,

Commander Cindy Ewer embarked on her professional journey with the University of Arizona Police Department in 2006, initially serving as a Police Radio Dispatcher. Transitioning in February 2007, she assumed the role of Police Officer Recruit after successfully completing training at the Southern Arizona Law Enforcement Training Center. Throughout her tenure as a patrol officer, she excelled in various capacities including as a Field Training Officer and Quality Assurance Specialist.
In recognition of her dedication to DUI enforcement, Ewer was honored with the MADD award in 2010. Her ascent through the ranks at the University of Arizona encompassed diverse roles such as Detective, Public Information Officer, Crime Prevention Sergeant, and Accreditation Manager. She undertook responsibilities ranging from overseeing patrol operations and detectives to managing threat assessment, dispatch, records, property and evidence, and EOD K9 units.
In 2023, Ewer seized a new opportunity, joining the Apache Junction Police Department as a Commander. In her current role, she provides leadership for the Criminal Investigation Division and School Resource Officers. Ewer's academic accomplishments include a master’s degree in emergency management and Homeland Security from Arizona State University, complemented by a bachelor’s degree in criminal justice and criminology.
Notably, Ewer is a distinguished alumna of the FBI National Academy Session #280 and the Senior Management Institute of Policing Session #88, reflecting her commitment to ongoing professional development and excellence in law enforcement leadership.
